We don't paint over old flat roofs. We tear them off, inspect the decking, install tapered insulation if drainage is poor, and weld a proper TPO or PVC membrane with hot-air seams that hold up to standing water. Modified bitumen with granular cap is still a good choice for many lanais — cheaper than TPO and easy to repair locally.
For flat-roof leaks, we use thermal imaging to find trapped moisture under the membrane (you can't see it from above) and patch the actual failure point — not the whole section.
